Whether it be in Afghanistan, in Lybia, in Sahel, on the way to become an important grey area, or in Europe (with the adoption of the new strategic concept within NATO, the signing of the Anglo-French Defence Treaty of London, and the continuing questions about the future of the Europe of Defence), the strategical year 2011 promises to be a key year. Without any important political nor institutional meeting, Europe and Europeans will consider the ability to do, to act, to give concrete content to their political choices and future strategic issues. The present program elaborates on these issues, through the development of 3 main lines:
Europe of defence and defence of Europe: alliances and perspectives
Antimissile defence and Atlantic defence: a multidimensional project with important geopolitical issues
European policy, crisis and troubles in Africa
Seven analysis notes will be published, in English and French, throughout 2011.
Note 1 - July 2011
Polish presidency of the European Union: a step towards relaunching the Europe of defence?
Just as recent operations have reminded us of the limits of the military tools available to European states, Poland is due to take over the rotating Presidency of the European Union on July 1st. Given Poland’s great defence ambitions, the coming months may represent a chance to give fresh impetus to [...]
Note 2 - July 2011
A geopolitical approach to the Paris-London-Berlin triad : a new "unbalanced balance"
The role played by France and the United Kingdom in the military operations in Libya on the one hand and the reservations expressed on the subject by Germany on the other have brought to light differences in strategic posture between Paris, London and Berlin. A new "entente cordiale" seems to be taking over [...]
Note 3 - October 2011
After the fall of Gaddafi, the Sahel-Saharan belt between logics of power and the logic of terror
On 26th August, a double attack claimed by Al-Qaeda in the Islamic Maghreb (AQIM) hit Algeria’s Cherchell Military Academy, killing 18 people. Terrorism, however, is just one of the issues confronting the Sahel-Saharan belt. Against a fragile and unstable background, [...]
Note 4 - October 2011
Europe's antimissile defence and related geopolitical challenges
When NATO member states met in Lisbon on 19th and 20th November 2010 to decide on a new Strategic Concept, they made Missile Defense the "keystone" of the Atlantic Alliance. On account of millennium dialectics of the sword and the shield, the laws of the "technological world" and ballistic proliferation, we cannot [...]
Note 5 - November 2011
Post-Kemalist Turkey and its alliance with the West
The "Turkish issue" refers to a shift in the internal political balance, to an assertion made nationally by a state to the outside world and to a continual awareness of Islamic referents. Consequently, the West is in danger of losing Turkey, a key power which stands at the intersection of some major geopolitical regions. And yet Ankara’s freedom of action [...]
Note 6 - November 2011
Somalia: a hotbed of uncertainty
Somalia has found itself in the headlines again over the last few weeks. Abductions of western citizens, the retreat of Shabaab Islamists and the signature of a road map all suggest a turnaround in Somali power struggles and strategies. However, huge uncertainty remains about the future of the territory, which has been in crisis ever since 1991, [...]
