It is more and more obvious that there are two ways to deal with development issues: the old fashioned one with commiseration, social assistance and, recently, the illusion of universal salvation by a world tax.... or the audacious solution with the commitment of the stakeholders and the confidence in the market to which Thomas More Institute is giving its support. The success met by the note of Michel VATE, Reassuring the planet, issued in January 20041 is certainly the fruit of the second approach. The assurance and reassurance to help with the financing of development: an ambitious and uninhibited idea, a little bit utopian and quite pragmatic in its foundations. A whole program which, with time, becomes our trade mark! The Thomas More Institute, which is supporting this proposal, will take important initiatives on this matter in the coming weeks. "To bet on the African enterprise" as it is written in the previous page! Everybody measures the utopian character of such an assertion but everybody understands as well that it refers to the Principle of reality rarely invoked when people talk about Africa. Because, here and there, stable and sustainable development will finally and unavoidably result from the multiplication of the entrepreneurs, the support to dynamic enterprises and the reinforcement of political & legal frameworks. Jean Luc CAMILLERI, a specialist of African entrepreneurship and informal enterprises, considers Africa without any ideology or sentimentality. He studies what is successful and indicates some solutions which could enhance the outcomes. Beautiful ideas - some times visionary, sometimes modest - can emerge when pragmatism meets Utopia... The Thomas More Institute is ambitious enough to be the space for these emerging thoughts.
